The American Association of State Highway and
Transportation Officials Strategic
Highway Safety Plan
One out of every 84 children born today will die violently in a motor vehicle
crash, while six out of every ten children will be injured in a motor vehicle
crash over the course of their lives, many of them more than once. The American
Association of State Highway and Transportation Officials (AASHTO) developed
the Strategic Highway Safety Plan (SHSP) to address these statistics. The
mission of the plan is to reduce the number of deaths by 5,000 to 7,000 each
year, as well as to reduce health care costs substantially.
Developed in 1996 and 1997, the Strategic Highway Safety Plan outlines a
comprehensive, integrated approach that has the potential to significantly
reduce deaths on our highways. It was written by a group of experts from public
and private safety organizations who identified top safety strategies that
can be implemented in the next five to seven years with a substantial impact
on the frequency and severity of crashes.
The plan is divided into six elements: Drivers, Vehicles, Special Users,
Highways, Emergency Medical Services, and Management. Each element is subdivided
into goals, a total of 22. Goals are further subdivided into strategies (93).
Finally, actions (268) identify specific ways to address each strategy. On
this web site, goals are identified by a number (1 through 22), and strategies
are identified by a letter.
