  • Regional Traffic Incident Management Program: An Implementation Guide, published by FHWA in May 2001 to document a framework for establishing and sustaining an incident management program.
  • Special Report 260: Strategic Highway Research: Saving Lives, Reducing Congestion, and Improving Quality of Life, published by TRB in November 2001 to present the goals and objectives of a research program, funded by and commencing with the next federal-aid highway program authorization, aimed at preventing and reducing the impact of nonrecurring incidents.
